HALACHA OF THE WEEK:IS THERE A BRACHA WHEN SEEING A PRESIDENT Is there a bracha to recite when seeing a U.S. president in-person?
The Shulchan Aruch [Orech Chaim 324:8] rules that when seeing a non-Jewish king one recites the blessing, “boruch... sh’natan mikvodo l’basar vadam.”
But are presidents like kings?
Rabbi Hershel Schachter, shlit”a Rabbi Menashe Klein, and Rabbi Shmuel Wosner, ztz"l [Shevet HaLevi 1:35] all rule that G-d's name is used when seeing a president, while Rabbo Shlomo Aviner, shlit”a and Rabbi Moshe Stern, ztz"l disagreed [Beer Moshe 2:9].
Rabbi Ovadia Yosef ztz”l ruled [Yechave Daat 2:28] that the blessing is recited as long as the person in charge can either execute or pardon someone from exection. He cites the Radvaz [1:296] as well as the Orchot Chaim [Hilchos Brachot Siman 49] to this effect.
What about a president who doesn’t wear regal clothing? Rabbi Ovadia Yosef Yabia Omer [8:22:25] wrote that when the President Nixon flew to Israel the blessing was recited without using G-d's name. However, his son, Rabbi David Yosef ruled that nowadays, when presidents and kings will dress in simple clothing, but is still accompanied by an entourage, that the bracha would be made with G-d's name [Halacha Berura vol. p pp 306-308].
DVAR TORAH Prior to the Exodus from Egypt, G-d told Moshe: "Please speak into the ears of the people and a man shall ask from his neighbor, and a woman shall ask from her neighbor utensils of silver and gold" [Exodus 11:2].
The Gerrer Rebbe (the Beis Yisrael) asked the following question: Why did G-d have to encourage the Jewish people to take gold silver, using the word "please"? Since when has it EVER been necessary to ask someone to "Please take money"?
The answer is that the Jews instinctively knew that wealth is not only a blessing, but also a tremendous challenge. Would they be able to withstand the temptations of wealth and retain their dependence on G-d!? That is why G-d had to say, "PLEASE take the money" - because the Jews knew that this gift was fraught with danger.
In fact, added the Gerrer Rebbe, this also explains why G-d specifically used the word "v'Yishalu" (they should borrow) and NOT "v'Yikchu" (they should take). Because G-d wanted to remind the Jews, that all material possessions are on loan from G-d. Nothing truly belongs to us, except for our own faith and trust in G-d!
